A Special Pass is a short-term permit issued to non-citizens of Kenya, allowing them to temporarily reside or work in the country for specific purposes such as business, study, or research.
Under Regulation 34 of the Kenya Citizenship and Immigration Regulations (2012), a Special Pass is issued to persons who wish to enter or remain in Kenya for:
- A limited period while applying for a review of a denied permit.
- The duration of a permit or pass application process.
- Temporarily conducting business, a profession, or trade.
- Any other purpose deemed suitable by an immigration officer.
Important: Engaging in business or employment without the required pass is a legal offence in Kenya.
Necessary Documentation
To apply for a Special Pass, you must provide:
- Form 32: Duly filled and signed application form.
- Cover Letter: A detailed letter from the applicant or sponsoring organization addressed to the Director of Immigration Services.
- Photos: Two recent passport-size color photographs.
- Passport: Copy of the valid National Passport (bio-data page).
- Status Proof: Evidence of current immigration status if already in Kenya.
- Credentials: Certified copies of professional and academic certificates.
- Organization Proof: Copy of the registration certificate of the host organization.
- Translations: Any documents in foreign languages must be translated into English by an authorized institution or Notary Public.
Processing Fees and Timeline
- Issuance Fee: The government fee is Kshs. 15,000 per month.
- Processing Time: Approximately one week, though this can vary.
Once approved, the Special Pass is issued with a set validity period tailored to the specific purpose of the stay.
